Store and display annotaiton DB settings

Description
Add the DB settings from the annotation dialog to the settings file in the annotation archive. Display this information in the settings tab of the annotation editor.

10/07/14: As far as I can tell, everything except "Filter Settings" is stored in the archive. I have not worked on displaying them in Properties yet.

"Filter Settings"
1) Fix logic for filter settings (see ticket #20) and apply to GELATO search. Add these settings to Properties page.
"Fragments Per Activation" and "Fragments Per MS Level"
1) Interfaces asks for Max Num of Cleavages and Max Num of CrossRing Cleavages. But these aren't stored anywhere as far as I can tell. The archive contains a "number" field, but these are always -1.

Many issues resolved. Creating new tickets for remaining problems. Ticket 20 addresses the need to optimize and utilize the Filter Settings. Ticket 92 addresses problems with event firing to get updated fields on the GELATO wizard.
