Annotation Editor: New filtering

Add a complementary filter option that allows changing the selection of structure based on filters. This works similar to the existing score based filter.

Two flavors:

• deselect based on filter
  • all structures get deselected that match the filter
  • needs a secondary filter if more than one structure does not match (e.g. score filter) or all remain selected
  • if only matching structures are available as candidates a secondary filter can be used or all are deselected
• select based on filter
  • if no matching candidate is available either match by secondary filter or deselect all
  • if multiple matching candidates are available either match by secondary filter or select all

The dialog needs the option of secondary filter (existing scoring filter). This one is optional and if its deselected corresponding fallback will be used (see above). The dialog also needs the option to override manual user selections, if the option is not set the manual selections needs to be retained.
