Annotation Editor: filtering

This is the new description of the filtering functionality (also see the previous ticket #791).

Add a complementary filter option that allows changing the selection of structure based on filters. Filter table should list all "structure" based filters and allow the user to create a combination of filters.

Need an additional criteria ("keep existing selections" / "do not select anything") to decide what to do in case of 'no matches' for a given peak.

Provide the current scoring filter in addition to the filters above. The scoring filter will be used when there are multiple matches that satisfy the filters for a given peak. If no other filters are selected, then only the scoring filter will be applied.

Provide an option to "override manual selections" (do not overwrite "locked" selections. See ticket #813).

The filters currently applied on the table should be displayed and be editable (in MS Annotation Properties tab). It should provide an option: "reset filter" to go back to the selections before the filters are applied
