Annotation Editor: decide how to lock selections

Description
We need a mechanism in the annotation table to lock the selected rows so that the filters cannot change the selection even if "override manual selections" option is chosen.
We have to decide where and how to put this functionality.
- Do we lock the row in upper table, or individual candidate selections in bottom table (selection table)?
- How to display if the selection is locked, do we show an icon next to the selection in the bottom table or show an icon in the "corner" header for the bottom table or somewhere in the upper table?
- What are implications of locking (freezing selections) on filtering?
