Custom Annotation - Should be shared between MS and annotation

We should share the custom annotations between MS and MS annotation. Otherwise the lists have to be created for both entries separately.

I think having a single Custom Annotation preference below MS Spec Experiment should do the trick.

At this point, it is probably not worth the hassle to go back. The reason there are separate annotations is so the user has the option label the peaks as the particular plug-in sees fit. In the case of custom glycan annotation, there is an extra "sequence" column. It is optional...so optional that it actually doesn't do anything, yet, but I had the dream to create a cartoon, if applicable for a particular peak. I noticed with the file Mindy sent me w/ her special peaks, that she too would love to see a cartoon of the fragment and not just the label.
